What is it that shapes the direction of technological progress in advanced industrial societies? Is it science? Technology itself? Some competing accounts of technical change across the borders include laissez faire, cultural, and neo-Marxist markets. In fact, with regard to laissez faire markets, even to inquire if science has a social function is to deviate from the appropriate images of economic development. What is always politically at stake is who will rule the next stage in production due to each swing in technology, which will, in turn, be associated with a new structure of control. Most recently, the microchip revolution and cyberspace are the most highly publicized candidates for the next upswing in technology—and thus the next new structure of control.The explanatory focus of the book is on ideology, or on ideas about how technology works and should work, and the three key areas of policy contention discussed are industrial development, military uses, and the environment. TechTV's Catalog of Tomorrow provides moderately interesting browsing material, and will help clarify a few buzzwords if you've missed a few newspaper science pages during the past 10 years. Illustrated essays on genetic therapies, microscopic robots, virtual and augmented reality, and novel sources of energy fill this book. There's plenty of marketing material, too, covering everything from the Segway scooter to Boeing private jets. Some of it's exciting, some of it's old news, and some of it's just weird (like one remarkable picture of a guy wearing scuba gear while hanging by a sort of jockstrap inside a giant plastic bag filled with water). In any case, the information on products and technologies has to be taken on its own level (again, that of a newspaper's science page) and some readers may wish for coverage of the social and ethical ideas that will surely influence the future as much as any electric hat. Scanning this book--you don't really read it; it's too much like a magazine and has too many authorial voices for that--reminds you of looking at Wired magazine four or five years ago. So many technologies, so casually explained! So many people designated "futurists" and "visionaries" by fawning article writers! Sure, having a television screen built into your clothing seems like a hassle, but... maybe there's money to be made! That's the experience you'll find here. Agricultural systems and farmers in Africa are at the forefront of vulnerability to climate change and require concerted and focused policies and investment interventions. Yet, up until now there has been little, if any, comprehensive understanding of climate change vulnerability across Africa to guide effective policy formation and investment. This landmark book encompasses a comprehensive quantitative analysis and assessment of the extent of potential economic impacts of future climate change, and value of adaptation measures in Africa for different zones, regions, countries and farm types. Researchers developed and applied multipliable analytical methods and procedures to assess quantitatively how climate affects current agricultural systems in Africa, predict how these systems may be affected in the future by climate change under various global warming scenarios, and suggest what role adaptation could play. The analysis employs both the cross-sectional (Ricardian) method and crop response simulation modelling. Moreover, researchers developed and employed river-basin hydrology modelling to generate surface runoff and stream flow for all districts in the study countries. The research spanned eleven countries: Burkina Faso, Cameroon, Ghana, Niger and Senegal in West Africa; Egypt in North Africa; Ethiopia and Kenya in East Africa and South Africa, Zambia, and Zimbabwe in Southern Africa. The study is the first to combine both country level and cross-country, spatially referenced household survey and climatic data for conducting this type of analysis, The book provides vital, much-needed knowledge about the impacts of climate change on Africa and serves as a guide to policy intervention strategies and investment in adaptation measures.
