Reinventing Peacekeeping in Africa:Conceptual and Legal Issues in ECOMOG Operations
Authors: Funmi Olonisakin. Hardcover, 272 pagesPublisher: Springer Publication Date: 2000-03-17 Edition: 1 Reviews :

The euphoric cries of a peaceful and more dynamic "new world order", which followed the end of the Cold War have been silenced by the increased intensity of local conflicts around the world. The humanitarian crises resulting from these conflicts have attracted greater international attention. Perhaps even more tragic is the failure of the international community to find early effective response to these conflicts. The intra-state conflicts in Africa alone have claimed over one million lives since 1990. On the international scene these internal conflicts have created new challenges for the UN, whose efforts at dealing with them have produced mixed results, whilst international policy makers, the military and academics are faced with difficult questions. Can traditional peacekeeping be stretched to accommodate this class of conflict? What is the legal basis for these operations? Attempts to answer these questions at the conceptual level have led to the development of concepts such as second generation peacekeeping, wider peacekeeping, peace support operations and strategic peacekeeping. It has emerged that there is no common view on an effective and realistic set of tools to manage these crises. Perhaps the most significant point to arise from the differing conceptual views presently is that an effective approach and sound legal basis have not been found for dealing with recalcitrant internal conflicts in far away regions, which are not high on the strategic considerations of the great powers. This book reconsiders the role of the UN and regional organisations such as ECOWAS in Africa. It examines the response to the civil war in Liberia, which served as a precursor to the international response to the crisis in Sierra Leone. In drawing some of its conclusions, the book relies on the testimonies of many of the soldiers who formed the core of the military operations in these difficult conflict areas in West Africa....

Civilizing the Internet: Global Concerns and Efforts Toward Regulation
Authors: Joseph Migga Kizza. Paperback, 169 pagesPublisher: McFarland & Company Publication Date: 1998-09 Reviews :

Besides creating a virtual utopian landscape, the Internet has given new exposure and to some extent a veiled degree of legitimacy to all sorts of human vices. Misdeeds upon the Internet have caught many people, communities, and governments off guard, and many are struggling to come up with policies and censorship mechanisms to regulate an Internet they see as going out of control. The most affected domains are telecommunications, broadcasting, and computer services. In essence, this book discusses the convergence of the three media. It looks at the historical development of the Internet, its globalization, the concerns it has raised, and the tools available to deal with these concerns on a variety of levels. Also analyzed are the attempts being made around the globe to regulate the Internet. Students in computer, engineering, and library studies will find the book particularly helpful. It also serves those working in information-sensitive areas such as insurance and banking....

Authors: William T. Greenough. Paperback, 288 pagesPublisher: Rowman & Littlefield Publishers, Inc. Publication Date: 2006-10-28 Reviews :

Since the end of the Cold War, federal funding for research at American universities has sharply decreased, while changes in federal policy have combined with the emergence of new high-technology fields to make universities an attractive partner to private industry. In thirteen insightful and wide-ranging essays, Defining Values for Research and Technology examines the modern research university in the throes of this transition. While acknowledging the challenges of increased corporate funding, its contributors argue that university-industry partnerships have the potential to both benefit industrial expansion and enrich academic life....

Technology and Terrorism
Authors: Paperback, 244 pagesPublisher: Transaction Publishers Publication Date: 2004-06-01 Reviews :

In this volume, thirteen authors from all points of the English-speaking world provide a tour of the entwined labyrinths of technology and terrorism. They describe terrorism as an epistemological contact sport. With espionage, one can often deduce from a few pieces of the puzzle a plan's goals and its roots, its sources. But the goals of terrorists are both vague and hopelessly specific, while their means are restrained by rational, institutional thought. Thus, terrorists can be equally expected to flail out without any thought at all, as a child might exhibit in a temper tantrum, and to be hyper-rational, probing at the edges of the target for any weakness. Therefore, how terrorists use technology may not be determined by any particular level of technology but in the probabilities for the target's expectation and defense regarding particular technologies. Fred Allen asks why Bin Laden and his organization were effective against the Russians but may have more trouble with free societies. Edward Tenner muses on the ironies of low-tech attacks and the dangers of over-reliance on high-tech sophistication. Such thoughts are tempered by direct and unreassuring reportage from the federal security front. Ann Larabee turns the telescope around, with a history showing that bomb-throwing is as American as apple pie. Toby Blyth takes us inside the theorists' backroom for a look at the ever-mutating ways, means, and motives of war. It used to be about power, money, land, resources, or the ever-popular Pamir Knot "Great Game." Now it seems that globalization has coughed up groups of people, with little in common except for simultaneous feelings of helplessness and cultural superiority. Modern technology, which once seemed to hold only promise, now seems to harbor the potential for danger and destruction. The contributors to this volume are interested in the broader culture, and how terrorism affects that culture - including how people go about researching terrorism....

Postmodern Welfare: Reconstructing an Emancipatory Project
Authors: Peter Leonard. Paperback, 208 pagesPublisher: Sage Publications Ltd Publication Date: 1997-07-09 Reviews :

Peter Leonard provides an accessible analysis of debates about the crisis of the welfare state under the contemporary conditions of postmodern scepticism and the triumphs of global market capitalism. In the last two decades Western governments have sought to replace the post-war welfare compact with neo-conservative individualism. The prospects for the Left look bleak. At the same time, postmodern critique raises profound questions about the validity of a mass politics of emancipation based on the universal values of justice, reason and progress. From a critical perspective founded in Marxism and feminism, Leonard uses elements of postmodern deconstruction to consider how we might now re-think the present and future of welfare. He draws the reader into a dialogue about the implications for reconstructing welfare: of changes in ideas about the individual subject; the context of culture and racism; the organization of welfare; the nature of 'the new economy'; and the possibilities of a politics of resistance. Postmodern Welfare will be required reading for students and teachers in the social sciences and professions concerned with social policy and the welfare state, and for anyone interested in postmodern theory and the social and political prospects facing Western societies. ...
