Virtual Inequality: Beyond the Digital Divide (American Governance and Public Policy)
Authors: Karen Mossberger. Caroline J. Tolbert. Mary Stansbury.
Paperback, 160 pages
Publisher: Georgetown University Press
Publication Date: 2003-09

Reviews :

That there is a "digital divide"—which falls between those who have and can afford the latest in technological tools and those who have neither in our society—is indisputable. VIRTUAL INEQUALITY redefines the issue as it explores the cascades of that divide, which involve access, skill, political participation, as well as the obvious economics. Computer and Internet access are insufficient without the skill to use the technology, and economic opportunity and political participation provide primary justification for realizing that this inequality is a public problem and not simply a matter of private misfortune.

Defying those who say the divide is growing smaller, this volume, based on a unique national survey that includes data from over 1800 respondents in low-income communities, shows otherwise. In addition to demonstrating why disparities persist in such areas as technological abilities, the survey also shows that the digitally disadvantaged often share many of the same beliefs as their more privileged counterparts: African-Americans, for instance, are even more positive in their attitudes toward technology than whites are in many respects, contrary to conventional wisdom. The rigorous research on which the conclusions are based is presented accessibly and in an easy-to-follow manner.

Not content with analysis alone, nor the untangling of the complexities of policymaking, VIRTUAL INEQUALITY views the digital divide compassionately in its human dimensions and recommends a set of practical and common-sense policy strategies. Inequality, even in a virtual form this book reminds us, is unacceptable and a situation that society is compelled to address....

Digital Citizenship: The Internet, Society, and Participation

Hardcover, 272 pages
Publisher: The MIT Press

Reviews :

Just as education has promoted democracy and economic growth, the Internet has the potential to benefit society as a whole. Digital citizenship, or the ability to participate in society online, promotes social inclusion. But statistics show that significant segments of the population are still excluded from digital citizenship.

The authors of this book define digital citizens as those who are online daily. By focusing on frequent use, they reconceptualize debates about the digital divide to include both the means and the skills to participate online. They offer new evidence (drawn from recent national opinion surveys and Current Population Surveys) that technology use matters for wages and income, and for civic engagement and voting.

Digital Citizenship examines three aspects of participation in society online: economic opportunity, democratic participation, and inclusion in prevailing forms of communication. The authors find that Internet use at work increases wages, with less-educated and minority workers receiving the greatest benefit, and that Internet use is significantly related to political participation, especially among the young. The authors examine in detail the gaps in technological access among minorities and the poor and predict that this digital inequality is not likely to disappear in the near future. Public policy, they argue, must address educational and technological disparities if we are to achieve full participation and citizenship in the twenty-first century....

Political web sites and e-mail lists were novelties in 1996. By 2000, they were a news trend. By 2004, they will be a part of every electoral and policy campaign. News-seekers, activists, and decision-makers increasingly turn to the Net as a matter of course. The Civic Web delineates the basic issues, opportunities, and dilemmas posed by the introduction of computer-networked communications into U.S. national politics. Leading scholars from several academic disciplines join pioneer practitioners of online advocacy, discussion, and law in considering how the Internet can host, and even advance, enlightened self-government by a free people in a constitutional republic. Strategic Warfare in Cyberspace
Authors: Gregory J. Rattray.
Hardcover, 480 pages
Publisher: The MIT Press
Publication Date: 2001-04-16
Edition: 1

Reviews :

In the "information age," information systems may serve as both weapons and targets. Although the media have paid a good deal of attention to information warfare, most treatments so far are overly broad and without analytical foundations. In this book Gregory Rattray offers a comprehensive analysis of strategic information warfare waged via digital means as a distinct concern for the United States and its allies.

Rattray begins by analyzing salient features of information infrastructures and distinguishing strategic information warfare from other types of information-based competition, such as financial crime and economic espionage. He then establishes a conceptual framework for the successful conduct of strategic warfare in general, and of strategic information warfare in particular. Taking a historical perspective, he examines U.S. efforts to develop air bombardment capabilities in the period between World Wars I and II and compares them to U.S. efforts in the 1990s to develop the capability to conduct strategic information warfare. He concludes with recommendations for strengthening U.S. strategic information warfare defenses....

Cyber-Threats, Information Warfare, and Critical Infrastructure Protection: Defending the U.S. Homeland
Authors: Anthony H. Cordesman. Justin G. Cordesman.
Hardcover, 200 pages
Publisher: Praeger Publishers
Publication Date: 2001-11-30

Reviews :

During the last two decades, the infrastructure of the U.S. economy has undergone a fundamental set of changes. It has steadily increased its reliance on its service sector and high-technology economy. The U.S. has come to depend on computers, electronic data storage and transfers, and highly integrated communications networks. The result is the rapid development of a new form of critical infrastructure--and one that is exceedingly vulnerable to a new family of threats, loosely grouped together as information warfare. This detailed volume examines these threats and the evolving U.S. policy response. After examining the dangers posed by information warfare and efforts at threat assessment, Cordesman considers the growing policy response on the part of various federal agencies, state and local governments, and the private sector. The changing nature of the threats is leading these actors to reassess the role they must play in critical infrastructure protection. Government at all levels, industry, and even friendly and neutral foreign governments are learning that an effective response requires coordination in deterrence, defense, and counterattack....
